I’ve tried using 99% isopropyl alcohol with cotton swabs and even tried using a blade(very carefully) but the oxidation or whatever it is won’t come off.
Any help would be appreciated.

use fiber glass pen on the CPU side, and fine sending paper(3000 or higher) on the heatsink side.
Unfortunately fiberglass pens don’t get sold here in my country. I could order one from aliexpress but that would take a month to arrive
