Reinstall PS3 OS

Hello everyone, I’m in desperate need of help. my PS3 HDD died and decided to upgrade to an SSD.
i have downloaded the 4.88 updated pup from Sony but after using multiple USB drives i cant reinstall it, Any Ideas, PLEASE HELP!!! i keep receiving No Applicable update data was found.

is a 8gb USB with FAT32 Partition, doing the PS3 folder then UPDATE folder and in there the PUP

So after 6 hours of tinkering and going back and forth decided to download a bootable version of Ubuntu, booted my PC from it, formatted the USB to FAT32, from same Ubuntu, downloaded the PUP and moved it to the USB. And finally works currently restoring from my last backup
